GREEN LINE REGULATION ADOPTED

Broad scope for intra-island trade possible

Today, the European Union adopted the Green Line Regulation for Cyprus. The special regime for the crossing of goods, persons and services will be in place as from 1 May 2004.

Intra-island trade

The main objective of this Regulation is to facilitate trade across the Green Line. A step-by-step approach is foreseen. As from 1 May, goods wholly obtained in the northern part of Cyprus can be traded. For the trade in manufactured goods, the Commission shall adopt implementing rules during the next two months.

Compliance with EC standards as regards public health and food safety is required. At the moment the movement of animals and animal products is prohibited.

The Turkish Cypriot Chamber of Commerce or another body will be authorized by the Commission to issue the relevant documents.

Having in mind the difficulties in implementing the trade measures in the past, the Commission will have to report regularly to the Member States on the implementation of this Regulation. The Commission will also make recommendations to the Council to address any matters of concern arising from its implementation.

Persons

All Cypriots and other EU citizens will be able to exercise their rights of free movement throughout the island.

Third country nationals are allowed to cross the line if they possess either a residence permit issued by the Republic or a valid travel document and, if required, a visa for the Republic of Cyprus.

Special rules shall apply for persons crossing the line carrying goods for personal use.

End of the isolation of the Turkish Cypriot community

The Council invited the Commission on 26 April to bring forward comprehensive proposals to put an end to the isolation of the Turkish Cypriot community and to facilitate the reunification of Cyprus by encouraging the economic development of the Turkish Cypriot community. An amount of 259 million euro is earmarked for this purpose.

The Commission has already initiated the necessary planning to that end and intends to bring forward comprehensive proposals within the coming weeks.

A new spirit of cooperation between the two communities will be necessary for the implementation of the announced measures.
